Brief Introduction of Function

Ningbo Municipal Transport Bureau(Ningbo Municipal Port Administration Bureau)

             Carry out the national guide lines, policies and laws, codes, regulations about the development of transportation industry; study and draft out local protocol laws and regulations on transportation in Ningbo, and supervise and inspect the implementation.

             Organize the stipulation of the long and medium-term layout about roadway and the supporting facilities construction and the transportation industry; study and propose the annual urban roadway construction plan; organize the stipulation of the annual plan for the usage of special transportation fund, and take charge of the overall balance and report of roadway construction project; work together with related departments to supervise and check the implementation of the plan for the transportation construction project.

             Take charge of the industry administtation of whole-city roadway transport, waterway transport, car rental, transportation and handling, vehicle detect & repair, technical rules of transport, vehicle driving training school and drivers training; Take charge of the overall balance of whole-city transport capacity; coordinate with the related department to administrate the transport market.

             Take charge of the construction, maintain of roadway, waterway, port and other transport fundamental facility; coordinate with the related department to administrate the transport fundamental facility, and the construction of railwa, air, postal and telecommunication.

             Take charge of the collection, supervision and inner audit of highway, waterway,port and etc.

             Organize the instrcution of technological development in transportation industry, promotion of the important technological transportation items; Organize the stipulation of the technical standard and rules in transportation industry and carry out it; Coordinate with the quality, environmental protection and energy-saving.

             Take charge of the administration of state-owned assets within the mandate; instruct the system reform of transport industry.

             Instruct the safety operation of transport industry; supervision of port operation order and satefy opertation.

             Take charge of the integrated management of the whole-city airlines; Participate in the feasibility study of new airlines and instruction in the expand of airlines cargos. take charge of auditing the evaluative blue print of the transportation influence in grand city construction; take charge of the examination of the contents concerning transportation in the roadway construction projects planning scheme under the administration of Ningbo municipality. take charge of the statics, anlysis of civil aviation.

             Coordinate with railway, postal, communication and marine; Guide of business for the next level transportion administrative departmnet.

             Take charge of the organization, propaganda, discipline, personnel, labour and establishment of board authority and units directly under bureau; Coordinate with municipal committee to buliding the leaders; Guide of spiritual civilization and construction workers; Organize and Guide of vocational education and training of whole-city transport industry.

             Be responsible for the administration of the Transportation War Preparedness Office of Ningbo Municipal National Defense Mobilization Committee.

             Carry out the laws, legislation, regulation and policies of pilot; Take charge of the building of pilot organization, the supervision of charges, and the coordination with the business of pilot.
