The first full-life cycle maintenance project in Haishu District has commenced

To improve the quality of highway maintenance projects and extend the service life of highways, the Haishu District Transportation Department has actively explored and promoted the implementation of the district's first and the second full-life cycle maintenance project in Ningbo, the S204 Yuwen Line Haishu Section (Tongtu West Road K6+140-K13+200, Yonglin Line K8+900-K15+900) upgrade project. The estimated total investment of this project is approximately 134 million yuan, covering a total length of approximately 14.06 kilometers. The implementation period for the full-life cycle maintenance is 5 years, and construction will start soon. First, it innovates the full-life cycle general contracting management model. For the first time, a 5-year, "1+4" construction and maintenance integrated full-life cycle maintenance general contracting model is adopted, which combines maintenance projects and routine maintenance to fully stimulate the sense of responsibility of the contracting units, actively promote the application of four new technologies, enhance the standardization, mechanization, and informatization levels of maintenance operations, and strive to achieve excellent road conditions, high-quality engineering, reduced costs, shortened management chains, improved maintenance efficiency, and reduced corruption risks. Second, it focuses on the long-term stability of provincial road conditions. In addition to the completion acceptance and final acceptance of maintenance projects, the organization of the overall completion acceptance for the full-life cycle is added to strengthen the timeliness and accuracy of the evaluation indicators, effectively supporting long-term high-level project road conditions. According to the different stages of maintenance projects and routine maintenance, technical index requirements are divided. After completion, the average PQI value is not less than 96, and the average RQI value is not less than 93. After the 5-year full-life cycle completion acceptance, the average PQI value is not less than 92, and the average RQI value is not less than 91. Provincial and municipal assessment data are prioritized to strictly ensure project quality. Third, a full-life maintenance assessment mechanism is established. Deepening the overall objectives and requirements of full-life cycle maintenance, scientifically formulate detailed assessment criteria for five categories: road condition evaluation, pavement maintenance projects, minor repairs and maintenance, maintenance efficiency, and maintenance safety. A full-life cycle maintenance system assessment method is introduced, and rewards or penalties are imposed based on the phased implementation of relevant indicators. Using performance assessment instead of passive management, it forces contracting units to actively strengthen inspections, timely rectifications, and to some extent reduces the management pressure of departments. It establishes a high-frequency and efficient project assessment management feedback channel to ensure that the project progresses in an orderly manner.
