Ningbo's railway safety and environment governance has submitted an excellent "interim report"

On July 2, the Ningbo Railway Maintenance Section and Jiangbei District Transportation Bureau (Housing and Urban-Rural Development Bureau) signed the "Agreement on the Management and Maintenance of Highway Bridges Crossing Over the Railway in Jiangbei District," marking the acceleration of the signing of management and maintenance agreements in Ningbo.

Ningbo boasts a total railway mileage of 406 kilometers, including 256 kilometers of high-speed rail and 136 kilometers of conventional rail, covering passenger lines such as Hangzhou-Shenzhen, Xiaoshan-Ningbo, and Ningbo-Jinhua, as well as freight railways and local railways. These railways traverse 45 towns (streets) in 9 districts (counties, cities) except for Xiangshan, with numerous intersections with highways, municipal roads, and oil and gas pipelines, posing a formidable challenge for environmental governance. Over the past six months, the transportation sector has delivered an outstanding interim report in terms of adjustment, communication, coordination, publicity and education, as well as inspection, demolition of illegal structures, rectification, and improvement.

Firstly, mechanism-driven collaboration for network construction. The municipal government has incorporated railway safety and environmental governance into its assessment system, with the Municipal Supervision and Examination Office overseeing the overall implementation. A work mechanism for railway safety and environmental governance in Ningbo has been established, clarifying the responsibilities of the Municipal Transportation Bureau for coordination and supervision, the Municipal Highway Transport Center for handling specific affairs, and the Municipal Transportation Law Enforcement Team for participation in governance. The "dual section chief" mechanism has been improved to clarify the responsibilities of districts (counties, cities). A system of routine work, joint meetings, local self-inspections, and account registration has been established. The 2024 Railway Safety and Environmental Governance Work Conference was held, organizing "Railway Lectures" and study sessions on the "Regulations of Zhejiang Province on the Administration of Railway Safety." Maps of Ningbo's railways and railway regulations were printed and distributed to districts (counties, cities), towns, and relevant units.

Secondly, management-driven rectification with force. An inspection mechanism combining "ground + water + low altitude" and "Zheliutong + Zheluzhifu + Ningbo Lightweight Inspection" has been established, and a drone patrol team has been formed to conduct three patrols, with identified issues promptly handed over to local authorities. A special investigation into oil and gas pipelines was carried out, identifying 25 new pipelines in addition to the original 92, which were then forwarded to railway authorities. A special campaign to address light and hard floating objects was launched, with 12 issues identified by the city itself and actively being rectified. Over the past six months, more than 100 issues, including grazing livestock, tree planting hazards, illegal constructions, and illegal stacking, have been closed and eliminated promptly upon discovery at the provincial and municipal levels.

Thirdly, project-driven improvement through concerted efforts. Comprehensive governance of the "two roads and their surroundings" has been promoted, with the formulation of the "Work Plan for the 'Three Standards and One Level' of Railways and Highways." Efforts have been made to secure funding, planning, and land support. For long-standing and difficult issues related to "highway bridges crossing over railways," a special coordination meeting was held to review and assign responsibilities for 26 such bridges, with 15 management and maintenance agreements already signed between local authorities and railway departments.
