The Ningbo Transportation and Port Authority has utilized this platform to conduct online inspections, successfully identifying over 2,300 potential hazard information to date, with a 100% rectification rate by enterprises and a response time within 36 hours. Additionally, six suspected illegal activity leads have been transferred, two administrative penalties have been imposed, and four cases have been addressed through interviews and education.
As an important international port, Ningbo-Zhoushan Port handles a wide variety and huge volume of hazardous cargo operations, posing significant challenges for safety supervision. To address these challenges, since 2021, the Ningbo Transportation and Port Authority has led a digital reform initiative, collaborating with nine departments including transportation, emergency response, maritime affairs, and market regulation. By integrating 5,779 data items from 13 digital resource systems, sharing 552 data items externally, and through process reengineering and institutional restructuring, the authority successfully developed the "Port Hazardous Cargo Safety Smart Control Online Platform" and established a multi-dimensional integrated system of the "Port Safety Code," enabling dynamic analysis, control, and auxiliary supervision.
Based on relevant laws and regulations, the platform has formulated over 860 coding rules and established a red-yellow-green code control mechanism, encompassing information such as enterprise licenses, credit, and blacklists, comprehensively constructing a safety "portrait" of participating entities. Once the platform detects unsafe behaviors or conditions of enterprises or individuals, the "Safety Code" will instantly change color. Additionally, the platform utilizes artificial intelligence video analysis technology to achieve intelligent supervision, capable of actively identifying and issuing early warnings for violations.
